PART-I

 

General

 

               Shri Nabum Atum, Hon'ble Chairman of the Commission availed 54 (fifth four) days Earned Leave with effect from 05-04-2004 to 28-05-2004 and again 24 (twenty four) days Earned Leave with effect from 02-08-2004 to 25-08-2004.

 

 

COMMISSION'S SECRETARIATE.

 

1.            Shri Nabum Atum, Hon'ble Chairman, Arunachal Pradesh Public service Commission has retired on superannuation on 26-09-2004 and new Chairman is yet to be posted.

 

The details of sanctioned posts and staff position have been shown in Appendix-I

 

OFFICE BUILDING,

 

              The Commission's office is continued to be housed in the same double storied building allotted by the Govt. of Arunachal Pradesh which was mean for administrative Training Centre. Now the accommodation problem is almost settled for the Commission. Necessary proposal for allocation of land and the fund requirement for construction of the Commission's own Office as well as staff quarters is under submission to the Govt. of Arunachal Pradesh for consideration. The Govt. has also been requested to solve accommodation problem of the Commission immediately.

 

CONVEYANCE.

 

             The Commission's has 5(five) cars for the use of the Hon'ble Chairman and two Hon'ble Member and two hard top Gypsy for the use of Secretary, Deputy Secretary and under Secretary and a Mini Truck for smooth conduct of various examinations and dak duties.

 

FINANCE.

 

             During the year reported upon Government has allotted a sum of Rs. 90,58,000/- (Rupees ninety lakhs fifty eight thousand) only in the budget estimate for the Commission. The total expenditure during the year was 90,50,929/- (Rupees ninety lakhs fifty thousand nine hundred twenty nine) only.

 

            A sum of Rs. 44,625/- (Rupees forty four thousand six hundred twenty five) only have been earned by the Commission and deposited to Govt. as revenue head-0051 during the year 2004-2005.

 

            The total expenditure of Rs. 90,58,000/- (Rupees ninety lakhs and fifty eight thousand) only has been shown in Appendix-II.

 

 

PART-II

 

RECRUITMENT BY EXAMINATION.

 

            During the year under report the following examinations were conducted by the Commission on the basis of requisition received from various departments of the Govt. and the selection finalized by the commission.

 

(1)        ADO/HDO under the department of Agriculture & Horticulture.

(2)        Steno Grade-III under APSS (General Cadre).

(3)        Steno Grade-II under APSS (General Cadre)

(4)        Range Forest Officer under the department of Forest.

(5)        V.O. under the department of AH & Veterinary.

(6)        Law Officer cum junior Draftsman under Law & junior department.

 

1.         ADO/HDO UNDER THE DEPARTMENT OF AGRICULTURE & HORTICULTURE .

 

            As per Govt. requisition No.(ES)-7/97 dated 14-07-2003, the Commission after completing the written examination for filling-up 32(thirty two) posts of ADO & 2 (two) posts of HDO under the department of Agriculture and Horticulture invited 87 (eighty seven) eligible candidates for appearing the Viva-Voce test from 5th to 9th July'2004 and finally selected 34(thirty four) meritorious candidates and recommended their names on 15-07-2004 for appointment and further action of the department.

2.         Steno Grade-III under APSS (General Cadre)

 

           As per Govt. requisition NO. ESTT. (A) 43/81 vol-II dated 21-08-2003.

Commission issued an advertisement on 03-09-2003 for filling up 29(twenty nine) posts of Steno Grade-III (PA) under APPSS (General Cadre) and received 346 (three hundred forty six) applications in total out of which 315 (three hundred fifteen) candidates were called for Stenography Speed Test.

 

            Commission selected 32 (thirty two) candidates for written examination and finally selected 29 (twenty nine) meritorious candidates and recommended their name to the Govt. on 27-07-2004 for appointment and further action from their end.

3.        Steno Grade-II (SPA) under APSS (General Cadre).

 

           As per Govt. requisition No. ESTT(A)-32/81 Vol-III Dated 14-08-2003, the Commission issued advertisement on 19-09-2003 for filling up 12(twelve) post of Steno Grade-II under APSS (General Cadre) and received 264(two hundred sixty four) application out of which 230 (two hundred thirty) candidated were called for Steno Speed Test. A lone candidates for written examination on 11-02-2005 and on being found qualified and his name was recommend to the Govt. on 21-03-05. for appointment.

4.        Range Forest Officer under the Department of Forest.

 

          As per Govt. requisition No. FOR-215/EA-2/2003/1947-48 Dated 05-02-2004, the Commission issued advertisement on 25-06-2004 for filling up 12 (twelve) post of Range Forest Officer and received a total of 634 (six hundred thirty four) applications out of which 545 (five hundred forty five) candidates were called for written Examination from 13th to 16th  Nov'2004. Commission after completion of written examination further conducted physical & Medical test by inviting 37 (thirty seven) candidates on 1st & 2nd March,2005 out of which 29(twenty nine) Candidates were selected for Viva-Voce Test on 7th & 8th March'2005. Finally Commission selected 12 (twelve) meritorious candidates and forwarded their names for appointment and further action of the Govt.

5.        VETERINARY OFFICER UNDER THE DEPARTMENT OF ANIMAL HUSBANDARY &        
          VETERINARY.

 

           As per Govt. requisition No. PD(EST) 17/98 (pt-I) dated 04-06-2004, & subsequent letter NoPD(EST) 17/98 (pt-I) the Commission issued advertisement on 17-06-2004 for filling up 7 (seven) posts of V.O. under the deptt. of Animal Husbandary & Vety. and received a total of 38(thirty eight) applications out of which 28 (twenty eight) eligible candidates were called for written examination on 26th & 27th Nov'2004. A total of 23 (twenty three) candidates were called for Viva-Voce Test on 16th & 17th Feb'2005, out of which Commission recommended 13 (thirteen) meritorious candidates on 19th Feb'2005 and forwarded their names for appointment and further action of the Govt.

 6.       LAW OFFICER CUM JUNIOR DRAFTSMAN UNDER LAW & JUDICIAL DEPTT.

 

          As per Govt. requisition No. LAW/ESTT-60/89/Vol-2, Dated 04-12-2003, the Commission issued advertisement on 04-01-2004 inviting applications for filling up 1 (one) posts of Law Officer cum Junior Draftsman under the deptt. of Law & Judicial and received a total of 26 (twenty six) application, out of which 19 (nineteen) eligible candidates were called for written examination on 19th to 21st April'2005.

PART-III

 

RECRUITMENT BY INTERVIEW.

 

             During the year under report Commission conducted interview for the following post.

1.        Librarian under the department of Higher & Technical Education.

2.        Lecturers under the department of Higher & Technical Education.

3.        Assistant Town Planner under the department of Urban Development & Housing.

 

1.        LIBRARIAN UNDER THE DEPARTMENT OF HIGHER & TECHNICAL EDUCATION.

 

          As per Govt. requisition No.HE/CE-58/98, dated 27-10-2003, the Commission issued advertisement on 27-10-2004 inviting application for filling up 1 (one) posts of Librarian under the deptt. of Higher & Technical Education and received a total of 3 (three) applications.

2.       LECTURERS UNDER THE DEPARTMENT OF HIGHER & TECHNICAL EDUCATION.

 

         As per Govt. requisition No. HE/CE-58/89 dated 27-10-2003 & subsequent letter No. HE/CE-58/99 dated 18-03-2004, the Commission issued advertisement on 11-05-2004 inviting applications for filling up 27 (twenty seven) posts of Lecturers in various subjects under the deptt. of Higher & Technical Education received a total of 55 (fifty five) applications, out of which 25 (twenty five) eligible candidates were called for Viva-Voce Test on 12th & 13th  January'2005 and finally selected 22 (twenty two) meritorious candidates for appointment in various subjects and further action of the department.

3.     ASSISTANT TOWN PLANNER UNDER THE DEPARTMENT OF URBAN DEVELOPMENT &    
       HOUSING.

 

       As per Govt. requisition No.DOS/ESTT-111/00/01/60, dated 02-03-2004, the Commission issued advertisement on 12-05-2004 inviting applications for filling up 1 (one) posts of Asstt. Town Planner under the department of Urban development & housing and received a total of 66 (sixty six) applications.

PART-IV

 

DEPARTMENT COMPETITIVE EXAMINATION .

 

 

 

 

       During the year under report Commission conducted Limited Department Examination for promotion of Departmental candidates to the following posts.

 

1.      As per Govt. requisition No.FOR.180/EA.2001/23603, dated 10-09-2004, Commission conducted limited departmental examination for IFS/SFS Officers in their respective subjects on 4th & 5th Dec'2005 and finally forwarded name of a lone candidates for necessary action of the department.

PART-V

 

framing of service rules/recruitment rules.

 

        The Arunachal Pradesh Public Service Commission Examined and cleared the following Recruitment Rules submitted by various departments of the Govt. of Arunachal Pradesh during the period under report.

 

A.     AMENDMENT /FRAMING OF RECRUITMENT RULES FOR THE POST OF :

       1.    Clearance of Recruitment Rules & Syllabus for the Post of Range Forest Officer.

       2.    Clearance of Recruitment Rules for the post of Deputy Director, Asstt. Director, Jt. Director
              and Sports Officer in Sports & Youth Affairs Department.

       3.    Clearance of Recruitment Rules for the post of Law Officer cum Junior Draftsman in Law &
              Judicial Department.

       4.    Clearance of Recruitment Rules for the post of Director, Urban Department.

       5.    Clearance of Recruitment Rules for  the post of District T.B. Officer.

       6.    Clearance of Recruitment Rules for the post of Health Education Officer.

       7.    Clearance of Recruitment Rules for the post of District Relief & Rehabilitation Officer.

       8.    Clearance of Recruitment Rules for the post of Enforcement Inspector in department of
              Transport.

B.    As per Govt. requisition No.SEDN-93/03 Vol-I dated 08-09-2004, Commission had constituted a
       select committee for placement of Lecturers of Govt. Colleges of Arunachal Pradesh into
       senior scale and selection grade. Interview was held with effect from 07-07-2005 to 10-02-
       2005.

 

       Recommendation was made on 22-02-2005, 34 (thirty four) Senior Lecturers were
       recommended for placement into selection grade and 25 (twenty five) Lecturers into senior
       scale.

 

C.    DURING THIS REPORT UNDER REPORT NO SERVICE RULE WAS CLEARED BY THE
        COMMISSION.

 

D.    FINALISATION OF DISCIPLINARY CASE.

VISIT BY CHAIRMAN & MEMBERS.

 

       Shri Nabam Atum, Hon'ble Chairman was on tour to Delhi with effect from 20-07-2004 to 20-07-2004 to 26-07-2004.

 

       Shri Morge Ete, Hon'ble Menber was on tour to Kolkata with effect from 20-07-2004 to 31-07-2004 and 20-08-2004 to 31-08-2004.
